In some areas there are dozens of organizations and agencies working on behalf of newcomers. 10 All in all, as Canada entered the 1960s, a fairly sophisticated immigrant settlement system was being developed. However, the budgets were very small, by modern standards and, therefore, the reach of the programs was somewhat limited.
