In August 1897 Sifton appointed a commissioner for the Yukon who was to act as governor of the Territory. The man selected, Major James M. P. 18 But he was a personal friend of Sifton's, and he was still highly regarded by the public for his tactful handling of Sitting Bull and his band of Sioux when they sought sanctuary in Canada between 1877 and 1881. Walsh and a small party of officials left for the Yukon in the autumn of 1897 along with the first main body of police reinforcements. Sifton accompanied the party, partly to reconnoitre the Yukon and partly to investigate the feasibility of a pet project of his, the all-Canadian route to the goldfields.

After 1890, complaints began to trickle down to Ottawa to the effect that the Yukon was suffering for want of government supervision. Those elements of society which stood to benefit the most from government intervention began to clamour for it. The traders, who comprised a small but disproportionately influential class, were concerned about possible disorder. Since most of them were Americans, representing American companies, they THE YUKON: THE EARLY PERIOD 15 were aware of the chaos of the California gold rush.
